The toner needs to be mixed with ten volume peroxide and left on for twenty minutes. It will not work with conditioner.

Can you mix Wella toner with conditioner instead of developer?

It will not give you the results you need. Toners and haircolor need the developer to bond chemically to the hair. The conditioner will thin out the toner and not allow the chemical reaction that you need.
