You shouldn’t use a rusted microwave. You wouldn’t eat food from a rusty can, as it is inherently dangerous. Rust on the outside of the microwave isn’t an issue, unless it eats its way through to the interior cavity, which causes microwave arcing damage and allows radiation to escape the appliance.
