You do NOT have to be born with vibrato, and I don’t think there’s ANY human singer that doesn’t actually have SOME amount of vibrato (pitch flucuation) that naturally occurs in their voice. Granted, vibrato and pitch fluctuation CAN be two different things… but they ARE closely related.

How much time does it take to develop vibrato?

Vibrato comes from a relaxed voice. A tense larynx will not produce a vibrato. If a singer doesn’t have it naturally, it can be learned and developed. Typically I have seen my students develop a natural sounding vibrato in 6–9 months.
