Do apps have access to your fingerprint?

Fingerprint sensors in the Android mobile phones are not providing direct access to any app to scan and verify the user fingerprints. The apps can only request the Android OS to scan the user fingerprint at a particular screen in the app and then verify it with the correct user fingerprint.
