According to how magic works in both the MCU and the Marvel comics, any being in the universe can use magic. There are different categories of magic to draw from that we see. The eldtrich magic is used by harnessing energies found throughout the entire Multiverse.

Can the Hulk break Asgardian weapons?

Asgardian weapons have never broken under any circumstances, including direct blows from Hulk. Even Loki’s armor was entirely undented by Hulk smashing him around (although Loki was considerably less sanguine). As far as the bifrost, if you have near instantaneous teleportation to any location in the universe… this seems useful.
