Why can Tobi use Kamui so much?

Obito uses the Kamui with pretty much no problems because of different reasons: He is an Uchiha and that helps him consume less chakra and his eye take more uses until he is blind. He has Hashirama cells which give you another boost to those I have just mentioned.
