Why did pain revive everyone but Jiraiya?

Jiraiya’s body was irretrievable. So much so that when Kabuto used the Edo Tensei to revive everyone he couldn’t bring back Jiraiya because he couldn’t find any of his remains to work off of. So even if he was brought back to life, his soul woulda had no where to go.
