It is very long because of all the adventures luffy is having and of all the popularity it is recieving in japan and all over the world. So far, the story is a long ride if emotions and amazing adventures that the viewers enjoy and appreciate.

Why is One Piece so poorly animated?

Its mainly due to the lack of content in the episodes. Since the anime has almost caught up with the manga the very less content to animate, so toe animation ends up adding a bit of the previous episode in the successive episodes inorder to fill up the time slot.

By modern standards it will take a while, you have to take into account that the anime has been running for over 20 years now. Things will looking decent somewhere around episode 300 or so (one piece was actually the first anime to use HD sometime in 2006 IIRC) and it will start looking modern around episode 600.
